摸清家底理思路 群策群力謀發展

“要(yao)(yao)高度重視、理(li)清(qing)(qing)思路、精準施(shi)策,確(que)保項目清(qing)(qing)算(suan)工作限期完(wan)成(cheng)。”3月6日,總承包公司召(zhao)開(kai)項目清(qing)(qing)算(suan)摸(mo)底工作會,黨委書記、董(dong)事(shi)長李永(yong)迪、總經(jing)理(li)龔(gong)湘軍對項目清(qing)(qing)算(suan)工作提出明確(que)要(yao)(yao)求,公司領導熊赟(yun)、雷海標、王(wang)群英、黃偉、彭少林、鐘凌宇、丁平(ping)貴等參(can)加(jia)會議。
李(li)永迪董事(shi)長在(zai)會上(shang)要求,所(suo)有(you)(you)項(xiang)(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu)(mu)清(qing)(qing)算(suan)工(gong)(gong)作要在(zai)3個月(yue)內完成(cheng)。針對(dui)清(qing)(qing)算(suan)工(gong)(gong)作,他(ta)(ta)指出,一(yi)是(shi)(shi)高(gao)(gao)度重(zhong)視,清(qing)(qing)楚認識到清(qing)(qing)算(suan)工(gong)(gong)作的(de)(de)目(mu)(mu)(mu)(mu)(mu)的(de)(de)是(shi)(shi)摸清(qing)(qing)家底,實(shi)現“三個清(qing)(qing)晰化,四個集中”,為集團實(shi)現大(da)轉型、高(gao)(gao)質量(liang)(liang)發展(zhan)奠定基(ji)礎。二是(shi)(shi)公司(si)(si)上(shang)下(xia)(xia)要準(zhun)確理(li)解,責任(ren)到人,要求6月(yue)1日前(qian)保(bao)質保(bao)量(liang)(liang)完成(cheng)項(xiang)(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu)(mu)清(qing)(qing)算(suan)摸底工(gong)(gong)作,在(zai)完成(cheng)時間和質量(liang)(liang)上(shang)對(dui)所(suo)屬單(dan)位(wei)(wei)領導(dao)(dao)班子進行考核。所(suo)屬單(dan)位(wei)(wei)經理(li)、書記、其他(ta)(ta)領導(dao)(dao)班子必須(xu)(xu)(xu)齊心協力(li)、各(ge)負其責,按(an)4:3:3比例分配項(xiang)(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu)(mu)。三是(shi)(shi)提高(gao)(gao)政治站位(wei)(wei),統一(yi)思想、協調推(tui)進。按(an)照先完成(cheng)再完善的(de)(de)要求,切實(shi)做(zuo)到“新官(guan)理(li)舊(jiu)事(shi),舊(jiu)官(guan)理(li)舊(jiu)事(shi)”。四是(shi)(shi)項(xiang)(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu)(mu)清(qing)(qing)算(suan)摸底工(gong)(gong)作意義重(zhong)大(da),關(guan)系到公司(si)(si)發展(zhan)、財(cai)務有(you)(you)效運轉、項(xiang)(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu)(mu)績效考核、公司(si)(si)戰略(lve)目(mu)(mu)(mu)(mu)(mu)標的(de)(de)實(shi)現,必須(xu)(xu)(xu)無條件做(zuo)好。五是(shi)(shi)明(ming)晰思路(lu),老(lao)項(xiang)(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu)(mu)用(yong)老(lao)辦(ban)法,新項(xiang)(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu)(mu)用(yong)新辦(ban)法,有(you)(you)問題的(de)(de)項(xiang)(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu)(mu)找(zhao)折中辦(ban)法,圓(yuan)滿(man)完成(cheng)此(ci)次清(qing)(qing)算(suan)工(gong)(gong)作。李(li)永迪董事(shi)長強(qiang)調,下(xia)(xia)一(yi)步要明(ming)確項(xiang)(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu)(mu)管理(li)機(ji)制,項(xiang)(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu)(mu)承接前(qian)必須(xu)(xu)(xu)有(you)(you)財(cai)務預算(suan)策劃書,過程管理(li)要有(you)(you)預警糾偏機(ji)制,項(xiang)(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu)(mu)竣工(gong)(gong)一(yi)個月(yue)內必須(xu)(xu)(xu)完成(cheng)財(cai)務清(qing)(qing)算(suan)工(gong)(gong)作,確保(bao)項(xiang)(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu)(mu)管理(li)良(liang)性(xing)循環。
龔湘軍(jun)總經理(li)(li)在(zai)講話中指出,財務是(shi)(shi)(shi)“牛(niu)鼻子”,成控是(shi)(shi)(shi)“命根(gen)子”。當(dang)前(qian),摸(mo)清(qing)家(jia)底(di)對于公(gong)司發展尤(you)為重要(yao)。他提出具體工(gong)作(zuo)要(yao)求(qiu):一是(shi)(shi)(shi)底(di)子要(yao)摸(mo)清(qing)楚(chu),要(yao)真(zhen)(zhen)實、客觀、公(gong)允;二(er)是(shi)(shi)(shi)清(qing)算工(gong)作(zuo)量大、跨度大、時(shi)間長、任務重,參與人員要(yao)更加細致、協同工(gong)作(zuo)、責任到人、主動作(zuo)為;三是(shi)(shi)(shi)要(yao)認真(zhen)(zhen)總結,守成創新,做好當(dang)下的清(qing)算摸(mo)底(di)工(gong)作(zuo);四是(shi)(shi)(shi)理(li)(li)清(qing)思路,精準施策,從(cong)這次清(qing)算工(gong)作(zuo)中發現(xian)問題,找準方(fang)向(xiang),有效解(jie)決。
此次清(qing)算摸底(di)工作會(hui)既是(shi)一(yi)次動(dong)員會(hui),也是(shi)一(yi)次部署(shu)會(hui),主要是(shi)為了摸清(qing)家底(di),了解項(xiang)目(mu)(mu)實際情況,真實反(fan)映項(xiang)目(mu)(mu)收入(ru)成(cheng)本,認真梳理(li)債權債務,準確計(ji)算項(xiang)目(mu)(mu)盈虧(kui),理(li)清(qing)責任(ren)關(guan)系,防范項(xiang)目(mu)(mu)風險,為總(zong)承包公(gong)司實現又快又好(hao)發展(zhan)奠(dian)定(ding)基礎。
會議(yi)(yi)采取現場會議(yi)(yi)和(he)視(shi)頻會議(yi)(yi)相(xiang)結合的方(fang)式,財務(wu)資金部(bu)、商務(wu)成控部(bu)、審計監(jian)管部(bu)、紀(ji)檢監(jian)察辦負(fu)(fu)責(ze)人及所屬(shu)各單位主要負(fu)(fu)責(ze)人、財務(wu)負(fu)(fu)責(ze)人和(he)財務(wu)人員參加會議(yi)(yi)。
